Phil Allen, Ph.D., has over 30 years of experience with state-of-the-art surveillance, missile defense, communications and information systems engineering for DOD, NASA, and commercial customers. He has worked as both systems engineer and systems engineering manager for complex system developments including active and passive space and ground-based sensor systems, data collection and dissemination systems, and both strategic and tactical command and control systems. Previously, Dr. Allen was senior systems engineer for Northrop Grumman (formerly TRW) Tactical Systems Division. He was lead for the Future Combat Systems Force/Systems Analysis (IPT), responsible for developing concepts for the U.S. Army's revolutionary Objective Force. Dr. Allen was the editor and major contributor to the handbook describing the standard processes for system engineering, integration and test for TRW Systems in Los Angeles. He has provided training to over 300 personnel in the systems engineering integration and test process elements. Dr. Allen has developed and conducted courses in space mission systems engineering and space mission analysis/design. He has also organized, developed, and conducted courses in engineering mathematics at the University of Hawaii/Kwajalein. Dr. Allen earned his PhD at Michigan State University, his MS at San Diego State University, and his BS in electrical engineering at Rensselaer Polytechnic Institute.
