Stephen L. Carman is currently program manager for National Polar-orbiting
Environmental Satellite System (NPOESS) Earth's Radiation Budget
Suite at Northrop Grumman Space Technology. He has over 20 years
of program management experience at Northrop Grumman Space Technology
(formerly TRW.) He has managed numerous space payload projects.
Mr. Carman has experience with a wide range of scientific disciplines
and a broad background in manned and unmanned space mission hardware
(38 years space hardware experience). He has managed payload design
and development, spacecraft integration, launch operations, and
mission operations activities.
In 1999, Mr. Carman developed a new risk management process that
enabled his NASA project to complete on budget and ahead of schedule.
NASA called it the "best we've ever seen." He is currently an
international speaker on risk management.
The Project Management Institute awarded Mr. Carman their Outstanding
Chapter President Award for his terms as president of the Los
Angeles Chapter (1998 and 1999). He is now serving as a trustee
for the Chapter. He has also received numerous awards from NASA,
as well as being a TRW Chairman's Award Nominee, Risk Management
Process Development. Mr. Carman earned his BSME from the University
of California, Berkeley.
